Okay, I'm hearing that EA's going to loosen the restrictions on Spore and allow users to de-authorize computers.  Kotaku article here.

Meanwhile, I notice Ars Technica has done some testing.  If you remove and reinstall on the same system, it reuses the "install" -- which means it's keyed to the computer.  Unfortunately, they didn't change hardware around on the same CPU (like swap an ATI vid card for an NVidia), so it falls a bit short.

And, of course, no news on removing that SecuROM virus.

As it stands now, if you change your registry (formatted a HD) then you've used an install. There's now talks of getting up to 5 users on a single computer install.
