When I refer to "B Movie" I'm mostly referring to how bad they were. Of course, there's good B Movies, and then there's so horrible B Movies that they're hits.
Snakes on a Plane (which I haven't seen) was produced to be a B Movie, a cult classic. The rendered TMNT feels like it's B Movie quality. Garfield... isn't a B Movie.

It's like the BMW 5 series. It's just 15 feet of car. Nothing special, nothing extraordinary. It's the automotive equivilent of drizzle, but worse. And that's what Garfield is.
