I hereby propose:
- Adding a Category 6 to the Saffr-Simpson Hurricane Scale, for wind speeds aproaching 200 mph causing complete devisation for a large area, and a storm surge over 20 feet.
- Renaming the Saffr-Simpson scale to the Homer-Saffr-Simpson scale, due to the various federal and state governments going D'OH! for not paying attention to history.

Big screwup number two - they hadn't considered what would be necessary to move 1-4 million people out of the greater houston area, and coastal regions. So they didn't have anything set up with TxDOT to get the freeways made one way only (outbound).
Big screwup number three - no requirements for gas stations to provide any services, and those gas stations that were - ran out. No fuel was delivered. Aren't fuel companies considered an essential service?
This reminded me of the 1978 energy crisis, with lines at the pumps, people panicking for gas, you name it.
