For like the third time now, my AT&T GoPhone (a Nokia 3590, they've changed the phones since I got one) switched from reading "AT&T Wireless" to "Cingular"... and now it's reading no network at all... and back to AT&T Wireless.  The twist is that I'm at home, and the cell tower is a short (2 min) drive away near a CVS drugstore.

Has anyone else experience that in your own area?  (I know of one area which it changed back and forth while traveling, which is basically where Rt 40 and Interstate 70 meet in Maryland.)

Well as long as it says AT&T you'll use normal minutes, if it says Cingular or T-mobile it's going to be roaming.

Postpaid National plans "GSM America National" lets you use any gsm roaming in the USA.

... I think I've been working there too long, must get management job... hehe

The problem is, I'm not roaming at all (I'm at my computer) and the phone's switching providers on me like something's going funky.

You are probably on the weak end if AT&T Wireless's area, and T-mobile is 1900Mhz only, so Cingular might be running on an 850Mhz in the same area, which could explain it. The same thing happened to me at the DFW airport, and I have a Rogers Wireless (Canadian wireless provider) phone.
