I finally figured out a fix for this. If you have Microsoft Security Essentials installed, and Windows Defender *STILL* pops up every time you boot annoying you that it's been disabled, do this:
First, disable the service for sure: Open up the Control Panel >> Administrative Tools >> Services. Locate Windows Defender in the list (select "Name" if not already marked as being sorted). Right click >> Properties. Change the start-up type to "Disabled". Click OK.
Second, disable the start-up program: Win-R to run and type in "msconfig". Click "Startup", and stretch out the program pathname. Look for "WinASCui.exe" in the "Windows Defender" folder. It'll say it's "Microsoft Windows Operating System" but, seriously, if that's the case it would be running out of C:\Windows. Disable that sucker, save, close up, reboot.
