I got my sample ballot in the mail today, with the wording of Question A.  Guess what it says?

No, not "To allow slots at Arundel Mills Mall" its "For zoning bill 82-09 to be approved."

So what is AA County, MD zoning bill 82-09?  I pulled it up at the government county council's website.  In essence, it's to allow "a video lottery facility" (aka video slots parlor) in specific zoning areas with conditions.  These areas are coded as a "W1 Industrial Park District" and "Regional Commercial Complex".

We can safely say that Arundel Mills Mall is a "Regional Commercial Complex." I'm going to assume that everything north of the mall, north of both segments of Dorsey Run Road (MD 103/176, split by MD 295) is "W1 Industrial" by the businesses that are there.

The conditions for the zoning are worth reading though.  For example:
  • It must be on a 50 acre lot.
  • It must be on a main artery road or higher.
  • It's plans, including roads, are going to be reviewed by a microscope (aka very close scrutiny)
  • It must have dedicated 24/7 security for it and the parking lots.
  • There must be 1 parking spot per two slot machines.
Well, if it's placed around Arundel Mills, all of the conditions can be met... but one.

The 50 acre lot.

Unless they include all of the mall and surrounding commercial area as part of the lot, the casino can't be put there.  The idea was to have it and a 6000 spot parking garage between the Coca Cola entrance to the mall and the Crab entrance next to Modell's.  That's currently 6 acres.  If they include it, they will have problems with the arterial roads! 

However, if they can lobby the board to cut the acre size by half, there's a neat little place across Rt. 100 they can stick it in. It's only 27 acres (and change, it's a rough estimate via Google and a calculator).

Really, what does it MEAN?!?

Voting for question A means you're allowing slots to be put in parts of AA County (including Arundel Mills Mall, but it can be essentially anywhere) with conditions.  It doesn't mean you want slots specifically at the mall, just that you want the changes to allow it to be at the mall or anyplace else.

Voting against it means you don't want slots period.

So what happens if the bill dies?

Simple.  No slots in AA County period until a new bill is enacted, and we get to do this all over again after a 2 year delay.

We can't wait another two !)@#*)( years!  We already waited two !*@)#*( DECADES!!!!
