I know I'm going to need this someday.  Thanks to Mozdoc for tracking it down:

  1. Start -> Settings -> Control Panel -> Administrative Tools -> Local Security Policy. (Dual pane window pops up)
  2. In left pane, navigate to Security Settings -> Local Policies -> Security Options.
  3. In the right pane, scroll down to "Shutdown: Allow system to be shut down without having to log on". Right click this -> Properties -> Select "Disabled" radio button and apply.
