So the situation is comming up now... Pope John Paul II, who expressed some openess, Pope Benedict the 16th has been known to be rather hard-line conservative, to the point to radical. That'll spell trouble for many now, but let's imagine it's the year 2400, and a similar Pope is in place... and he ether wants to visit the Canmeph 2, or have RedWolf over.
The world comprimizes of the US, the EU, Canada, Austrailia, China, Japan, the two Koreas, Taiwan, and several unions: Mid-American, South American, African, UAE, and Indian-Oriental. A few oddballs are still whole, like Iran, Turkey, Syria, you name it. The EU expanded a bit. The Canmephian government has treaties with most of them -- save for the oddballs, North Korea, and... you guessed it, the Vatican.
Didn't you know? The Holy See is their own country!
Now, from a logical standpoint, and how I understand international law (I may be wrong, someone correct me) you can get your butt kicked if you're an offical of your country's goverment and there's no treaty with the country where you're going. So...
If the Pope wants to go to Canmeph 2, he'll have to pass through customs and be required to respect the religions of the cultures there. No forceful conversion. No inquisitions. If you want to discuss things with the different churches, go ahead, but the minute you downgrade them be prepared for a fight -- and be arrested for a 1st ammendment violation.
If the Pope wants RedWolf to come to him, shi'll refuse. If there's going to be a harder line on sexual issues (homosexuality, bisexuality, woman priesthood, equal access) with the church, then RedWolf isn't going to go there just to be yelled at, and then thrown into some papal prison. Shi'll be telling the press "Until a treaty is signed by a government representative of Vatican City, we will not send anyone over to discuss anything else. In addition, if we get representives here who wish to discuss anything other than a treaty, they'll be turned away or arrested for tresspassing."
