Tech came out to look at the line again...

Looked at the existing feed at the house. Hmmm...
Looked at the split feed down to the cable modem. Weak signal.
Looked at the feed straight from the grid tap. That's ok.
Looked at the feed at the house again. Weak.

Wired a new line between the tap and the house, put it in, check the modem again. It was up.

I'm back. 2+ weeks to get the line buried again.
